The Plattsburgh Public Library serves as the Central Library for the Clinton-Essex-Franklin Library System.  As such, it receives extra funding and performs a special role in serving all residents of the area.  To read more about the role of the Central Library, see New York State Library’s Standards for central libraries.

The Central Library operates under a 5-year Plan of Service which is approved by New York State.
